The circular indicates that the declaration was made after a meeting comprising the government, traditional rulers, religious rulers and security agents.
Funny enough the "stake holders" meeting was without any health experts, who happen to be the most important stake holders at this time.
The government took advice from religious and traditional rulers, without consulting health experts.
Of course this was going to be the reached agreement.
Religion,archaic tradition and govt (the parties involved) proving once again to be the problem of this country.

Are these Katsina muslims more islamic than Saudi Arabia, Iran, U.A.E. and other middle east countries (+ other Nigerian muslims including northerners) that have stopped mass gatherings? I just hope ITK (I Too Know) does not kill certain Nigerian Christians and muslims even more than COVID-19. SMH.

Saudi Arabia was the first to ban congregational prayers even at the holy Ka'aba site.
