Apart from showing their faces here, what are steps being taken to apprehend these criminals before they graduate to serial killers.

Yes we know. Every occupation has its own hazards. As a teacher, I used to swallow chalk dusts as if tomorrow is not sure. Whatever may be the health effect, I may not know. If it eventually burst out tomorrow, I need look for medical care and accept it as part of the risk I need to take on my job.
I'm not defending those guys in any way but calling prostitution a legitimate hustle is what makes me quote you. Is a hustle and and risks are involved including what have been expressed in this thread.
