If it's by BVN then what about people whose BVN has Lagos but they are currently not in Lagos

Don't stress yourself, those who had been collecting the money in the past knew themselves. It was under SIPs, not a knew programme. In fact, beneficiaries have id cards given to them by the FG. I think they are just publicising it because of the covid-19 so that people will know what the FG is doing for people but I assure you that the money they're paying them is not part of the covid-19 fund but part of SIPs 2020 budget. I was there today observing the beneficiaries in my state as they were being paid.
Though, there are forms that we're filling right now that have to do directly with the covid-19 fund and intervention. Check the image
