When you make an assertive statement like "Rivers state has the highest numbers of foreign expatriates in the country", then you need to back it up with proof. Lagos has always been the state expected to be the main hotspot in Nigeria followed by Abuja, then Ogun cos of its proximity to Lagos. It is good to listen to your followers but the decision he took to begin with was ill advised.
