Why lagos and more southern states are absent - it's a valid question..

Lagos is conspicuously absent on the list. So much of Lagos State governance matters especially the financially is under wraps and openness is whipped! LASG will need to deal with this going forward given it’s prime of place in the Nigerian economy if it must attract FDI going forward.

it's the federal that took the loan and gave it out as a grant to those states. The states are not going to pay back the loan, the federal government will do that.

Not surprised Lagos is missing from the list of beneficiaries. They don't break down their budget or give details talk less of being transparent with it. Everything financial and contractual commitment is shrouded in secrecy
