Numbers 23:17 God is not a mere man who tells lies, Nor son of man who changed his mind. When he says something will he not do it? When he speaks will he not carry it

There is no difference between the two Sir it's the translators that's using capital and small letters to distinguish them.

What matters is that there is one Almighty God 'Jehovah' who designated his representatives to act as Gods in the midst of humans, but these representative always direct all worship to Jehovah NOT to themselves!
