They couldn't and still cant perform any magic with today's Lagos inclusive for understandable reasons. The IGR of Lagos is bigger than some states monthly allocations from Abuja. So why wouldn't he work with what he had? All serious businesses in Nigeria have headquarters and branches in Lagos and they pay their taxes to Lagos state which also has a viable port/wharf. And this is why he was able to work when Lagos allocations were withheld. I hope you also know why the allocations were withheld? Mind you, many companies left Nigeria when Obasanjo was president and the companies operated from Tinubu's Lagos. How come he couldn't stop them if he was that good?
