There are no "unbelievers" in Christ. All unbelievers are already condemned from the beginning to perish in the grave(not afterlife for them since the time of Adam). And since Jesus Christ did not come to condemn but to save unto eternal life, they are not included in His promise.

Those who believe in Jesus Christ, however, will either end up in Christ's Heaven or Hell, depending on whether they go on to become Born of the Spirit or not.
