Hisbah may be based in Shariah - ruled north but its evil ideology is partially executed by SARS. No wonder dreadlocks, hip-hop dressings and other afro looks attract SARS attacks. God knows how many Hisbah policemen have been seconded to SARS. Everything about SARS is related to Shariah and Hisbah.
