Cars are registered, and have license plates... you can investigate these covertly using the federal register. If things look suspicious you can invite the person to produce bill of sale and a paper trail of the funds. (as in where the money came from to pay for the car), etc.

Under no circumstances should the suspicion become a license to kidnap, threaten, or kill a suspect.
