I believe there is sevis extension for you. You will not need to pay another sevis payment to get your visa. The same may apply to your visa fee.
I know students who were approved despite expired sevis fee.

Rensselaer Polytechnic Institute (RPI) can waive application fee, though their application deadline for Fall has passed. You can request application waiver for next year

Why?

1. They are a sovereign country, with rules governing the basis for issuing a student visa.
2. Applying to schools outside your country comes with risks... there is no guarantee that an admission automatically obligates the country to grant you a visa.
3. Ultimately, the "wicked and thoughtless people" are your leaders who failed you, in not providing you with a decent educational system so you don't have to rely on the lottery that is a visa.
