Until u start arresting doctors and police officers, they won't change.. How can u be waiting for police report to treat a dying person..

Any doctor that fails to treat or policeman that stalls treatment should be severely dealt with. Period

It was envisioned to ensure that no gunshot victim was denied medical care on the basis of criminal suspicion.
