He insisted that the IGP upon appointment “is only accountable to the President of the Federal Republic of Nigeria and the Nigeria Police Council and this fact we submit makes his office a quasi-political office with a tenure of four (4) years pursuant to Section 7(6) of the Nigeria Police Act, 2020.”

This is exactly why every African head of State is STRONGER than both the Judiciary, The Government they head and The People. Only in Nigeria do you have a President stronger than the Constitution he is meant to SERVE and DEFEND in a seemingly Democratic country. The actions and intentions of the president supersedes the yearnings of the People and Instructions of the Federal Constitution. Every Arm of the government, Ministries and Agencies are either working for the President and his interest or claim to be ONLY answerable to him.

What an unforgivable let down on the people in any real democratic settings.

The IGP, Chief of Army Staff, SGF, Senate President, EFCC chairman, Minister of Information etc, all the people that occupy these positions and more claim to be subject to Buhari alone yet Buhari is only answerable to himself Buhari

The above is the reason there will never be bit of change or improvement in Nigeria until every single person is meant to be under the constitution and defends it.
With recalcitrant people like Buhari in power, the Constitution will continue being under their Supreme command and illegal stipulations at the detriment of the mental health and intelligence of every person that identifies as a Nigerian notwithstanding your job or political status in this country.

Another reason Africa suffers in the hands of Sit-Tight presidents can be attributed to this.

CHANGE THE EXCLUSIVE LIST TO INCLUSIVE LIST AND ONLY LIMIT FEDERAL GOVERNMENT TO FOREIGN AFFAIRS MILITARY AND TREATIES SEALING ONLY EXCLUSIVELY.

That's a wonderful suggestion.

But the President can still claim to be answerable to no one regarding what is left in the exclusive list, he could still treat citizens with utter disdain and disrespect like the president is doing now.

Or would you feel less irked having a Buhari personalise our Military and Diplomacy like he is doing now?

KNOWINGLY AND UNKNOWINGLY, THE CONSTITUTION OF NIGERIA, ESPECIALLY THE CURRENT 1999 CONSTITUTION, IS MADE TO SERVE A RECALCITRANT PRESIDENT.

LUCKILY, THE CONSTITUTION DOES NOT PERMIT ANY PRESIDENT TO USURP THE FUNDAMENTAL RIGHTS OF A CONSTITUTIONAL STATE. RIGHTLY AND CONVENTIONALLY, THE GOVERNORS OF OUR CONSTITUTIONAL STATES REMAIN LEGITIMATE FIRST LINE MINISTERS OF THE FEDERAL REPUBLIC OF NIGERIA, WHILE MR.PRESIDENT IS JUST A PRIME MINISTER.

SO THE COUNCIL OF STATES AND ALL SECURITY COUNCILS OF THE 1999 CONSTITUTION , AS ON BEHALF OF THE 774 LOCAL GOVERNMENTS AND THE GRASSROOTS, SHOULD AS A MATTER OF URGENCY, PLACARD

THE NASS AND THE 36 CONSTITUTIONAL STATE ASSEMBLIES TO COOPERATE TO CHANGE THE EXCLUSIVE LIST OF THE 1999 CONSTITUTION TO INCLUSIVE OR CONCURRENT LIST AND LIMIT FEDERAL GOVERNMENT TO FOREIGN AFFAIRS MILITARY AND TREATIES SEALING RESPONSIBILITIES. ONLY.

AS AT NOW, ONLY A PRESIDENT THAT HAS FULL MILITARY TRAINING EXPERIENCE CAN OPERATE THE 1999 CONSTITUTION TO SERVE HIS WHIMS AND CAPRICES.

BUHARI IS AN OBAMA AND BRITISH PRESIDENTIAL EXPERIMENT AND THEY'RE AMUSED AND WATCHING HOW NIGERIA IS COPING.

Buhari is doing what he is doing because he believes that he has the power. Arrogate full AUTHORITIES AND RESPONSIBILITIES of POLICE RESOURCES AND ELECTIONS TO THE 36 CONSTITUTIONAL STATES FOR RECRUITMENTS, PLACING, FUNDING AND APPLICATION AND WATCH THE OUTCOME.

BUHARI IS NO WORSE ANIMAL THAN OKOROCHA.

Is it because he believes he has power or because he has power?

In a nutshell, there should be a Constitutional review cum Amendment because that seems to be only way the above could be achieved legitimately.

Now, given that the current dispensation favours a particular people who seem to have an unmerited huge influence on political decision, how could this be achieved without carrying them along?

OUR 36 CONSTITUTIONAL STATES ARE ALREADY FULLY AUTONOMOUS OF ALL AUTHORITIES AND RESPONSIBILITIES OF GOVERNANCE BY AKINJIDE/SHAGARI/AWOLOWO PRECEDENT.

THE 1999 CONSTITUTION PLAYS DIRTY MILITARY POLITICS BY THE EXCLUSIVE LIST.

THE NASS SHOULD JUST CHANGE IT TO INCLUSIVE OR CONCURRENT LIST AND RETAIN FOREIGN AFFAIRS, MILITARY ASPECTS OF FOREIGN AGGRESSION AND MAKING FOREIGN TREATIES ON BEHALF OF THE 36 CONSTITUTIONAL STATES.

ALL OUR 36 CONSTITUTIONAL STATES SHOULD AS A MATTER OF THEIR RIGHTS, HUMAN AND CONVENTIONAL, HAVE (SPSC), STATE POLICY SERVICES COUNCIL TO RUN FOR THEIR GOVERNMENTS

SPC, STATE POLICE COMMISSION

SRC, STATE RESOURCES COMMISSION AND

SEC, STATE ELECTIONS COMMISSION.

CONSTITUTION AMENDMENT ISN'T EVEN REQUIRED TO DO THE ABOVE, BUT A RESOLUTION OF THE NASS AND THE STATE ASSEMBLIES AND THE WILL OF THE PEOPLE TO BE RESPONSIBLE.
