If someone has your mobile phone IMEI number and has negative intentions he can commit fraudulent activities like the following:

CLONING
If someone has your mobile phone IMEI, this someone can clone your phone and if it happens that both phones are switched on while connected to the same telecom operator, the telecom operator will disable them both.
This usually happens on the same mobile operator or between mobile operators with a direct roaming agreement (almost all countries in the world). If the cloned phone is used in another country (or with an operator that doesn’t have a direct roaming agreement with the mobile operator used by the original phone) the two phones could actually work.

TRACKING
Anyone who knows your IMEI number is potentially capable to track your location, wherever you are in the world.

TAPPING
Anyone who knows your IMEI number is potentially capable of tapping into your phone conversations and text messaging and this can lead to the following issues ----------

FRAUD
By knowing your IMEI number it is possible to place calls and charge your account used with that IMEI number.
In countries where the phone account is also used to transfer credit, credits can be transferred out of your account.

IMPERSONATION
By cloning your phone people can send text messages (for example to your contact list) pretending to be you. In this circumstance, recipients are more likely to open and click links thereby included.

IDENTITY THEFT
By cloning your phone, hackers are capable to receive text messages originally sent to you. For example text messages including pin and authentication codes, generally used by third party services (on-line services, banking, etc.)

There is no cause for arguement here, even the dead will not obey this.

NCC and Pamtani are up for something and this time around, it won't work.

Anyone that send his mobile IMEI to Government is already dead before he or she dies.

What have they done with the NIN gathered since? Bandictry keeps on kiddnapping, killing and maiming, yet they made use of mobile phones which could or has not been tracked down by the DSS. They call politicians numbers to sell human parts to them, no one has been caught.

In the United States of America, your phone IMEI is registered when you are either buying a new line or switching phones.

It does not matter whether the phone is locked or not.

Before you make comments like this make sure you have been to the west. What other things have those west countries provide for their citizens. If it's all about security why need all this information for just security reasons since the nin registration how many people have they arrested using the nin as a source of capture. Let's not bring the west into it because they have advance tech that we dont have. And again your why would the county need location for we dont even have a personal satellite. The only way to have the data of all the citizen is for us to embark on census once you counted you will be assign a number like BVN when you want to do anything the number will be ask from you and once the number is inputted in a spacial device. If they want IMEI number federal government should go and manufacture phones and put their own IMEI number there. They claim they know where bandits and terrorists are located, yet they have not acted on that. It is our comments and calls that they want to be monitoring because freedom of digital communication is not in the Constitution.

From ur comment it seems u have zero knowledge of how these things work but to make it little bit clear; NCC is too lazy for asking us to submit our IMEI & this is as a result of very low manpower in the agency. In real sense after linking NIN to SIM numbers, it's easier for NCC to detect the phone numbers being linked to the phones Nigerians use including the IMEI but because the manpower is too low and the workers are lazy they can't program their systems to do these work.
Ordinary police stations in Nigeria track IMEI's of phones through SIM cards and it's NCC that make it accessible for them.
We complain abt insecurity and when govt is trying to ameliorate the situation we also complain. Which kind of people are we?

I will agree with you partly.

In the West, the government does not have your IMEI or SIM card information; if they need it they can get it from the provider through a court order.

The government already have SIM information due to mandatory registrations in the Nigeria, so getting the IMEI of the phone does not give them the information or tracking capability they do not have before, moreso with SIM they can easily get the IMEI information from the providers.

SIM card info is all they need and it is far better because they can log the IMEI info all each and every phone that the SIM card is inserted into.

Lastly, asking for IMEI info is foolheaded, as the criminals they want to catch or intended on tracking can change their phone IMEI number, all you need is root access to the phone and viola! you can change your IMEI number, but it is more difficult if not near impossible to change your SIM info, moreso if you are able to change your SIM info, you lose access to your provider as they use your SIM to phone number mapping as a unique identifier for you.

I think NCC is running out of ideas or they are just trying to sensitize the public that, they are 'doing something' about the security situation in the country, otherwise I see no reason asking the general public to give you a piece of data piece-wise that you already have access to wholesale and in bulk and which access the laws of the land already gave you power to access....If NCC ask MTN or Globacom to give them access to all the active IMEI numbers and phone types in Nigeria, they will be delivered on a plate of gold and with immediate effective, so why make noise about it in the public domain?
