The roots of the latest coup in Nigeria may lie in the refusal of the former leaders to share decision-making powers with others in the Government, according to several experts on Africa's largest nation.

A second key factor, cited by the new leaders after the coup, was the Government's failure to grapple with the country's severe economic problems.

Maj. Gen. Ibrahim Babangida and other officers deposed Maj. Gen. Mohammed Buhari as head of state and his right-hand man, Brig. Gen. Tunde Idiagbon, in an apparently bloodless coup a week ago. It was the sixth coup in Nigeria's 25 years as an independent country and came less than 20 months after General Babangida had helped General Buhari depose the civilian elected President, Shehu Shagari.

General Babangida, who was nominally the third-ranking member in the Buhari regime, has kept most members of the previous military Government. In several speeches and remarks to foreign ambassadors, he indicated that his major motive was dissatisfaction with a breakdown in collegiality and a refusal by General Buhari to hear different opinions and to review controversial decisions affecting the economy and civil liberties.

Press Curb Is Lifted

One of General Babangida's first acts last week was to repeal ''Decree No. 4,'' a measure imposed by Generals Buhari and Idiagbon that permitted the Government to jail journalists even for truthful stories if the articles criticized or embarrassed the Government. The new junta quickly released several jailed journalists and about 100 other political prisoners.

The new leader also announced the creation of a 26-member committee to review human rights conditions and to ''redefine the role'' of the much-hated Nigerian Security Organization, which muffled public dissent and criticism.

''Some of the things Babangida has been saying sound awfully good,'' said a United States official in Washington. ''But when it comes to the economy he faces an awful job.''

One of the major economic problems is that Nigerian oil exports have slumped severely since 1980 and total oil revenue has fallen even more because of slack international demand.

Emphasis on Agriculture

The drop in oil exports led to a decrease in foreign exchange reserves. With a population that according to some estimates exceeds 90 million people, Nigeria had used money from the oil-boom years to import much of its consumer goods, materials for Nigerian light industry and even for food.

Asserting that his predecessors had neglected basic agricultural development during the oil boom, General Babangida promised to give greater emphasis to agriculture.

He also promised to resume talks with the International Monetary Fund on terms for drawing financial assistance.

Foreign and Nigerian experts believe that General Babangida and others who supported the latest coup felt that the Buhari inner circle had either made quixotic decisions or evaded making any decision.

In his first speech, General Babangida said the Buhari regime had ''been rigid and uncompromising'' and had displayed ''inconsistency and incompetence.''

Ali Mazrui, a well-known African political scientist who now teaches at the University of Jos, in central Nigeria, said General Idiagbon ''was the strongman'' and probably the real target of the coup, asserting, ''Buhari listened to him excessively.''

General Idiagbon was believed to be the author of the ''War Against Indiscipline,'' known as W.A.I., but pronounced by some irreverent Nigerians as ''why.''

In summary, Babangida described Buhari as rigid in his leadership style, incompetent in economy management, and stubborn with his policies. He would not hear other ideas on the table, he would wrestle critics, and he would not even consider alternative economic management options in the face of a crumbling economy.

In clear terms, the name Buhari is synonymous with hardship. His presence only usher misfortune and reverse everything good while entrenching bloodshed. It is in his blood.

Many don't know but Babangida was the angel God sent to deliver Nigeria from Buhari in the 80s but NIGERIANs in their shortsighted nature turned around and blamed IBB for the economic problems caused By Buhari

One thing that still baffles me is.. Why did the people who witness Buhari's first regime didn't come out to tell the country how useless He was then? So as to prevent him from getting the position.

Without any regard for the welfare of businesses using twitter to advertise locally and internationally, the government banned twitter over a deleted tweet. Next thing is they will put pressure on major telecommunication operators and internet service providers to restrict access to twitter using their networks.
