banning of open grazing without the constitutional backing is foolishness. The southern governors should use the constitution amendment to remove that clouse that gave every Nigerian freedom of movement through out the country before banning open grazing. You don't have any right to stop Nigerians from moving from north to south until you amend the constitution.
Infact the southern governors were just speaking emotionally without considering the constitutional implications.
