So the amount of nuclear weapons you possess is not what really matter, what matters is how effective you can deliver/utilize them and their survival during a preemptive or retaliatory strike.

Unfortunately, Russia has more strategic weapons than the US.

I wonder what kind of "modern warfare" would warrant such analysis from you. We are talking about full-blown war here bro and size DOES matter here unless you are going to include the allies of Israel into the mix. Even with their superior technology, Israel doesn't have the numbers to beat India and let's not ignore the fact that India is also an impressive producer of weapons and they are nuclear armed too.
