currently there is much deny rate . and u said u were just refuse at spain why not give like 2 month interval before u repackage urself

I don't know about Spain but for France and Italy within 3 days after initiation.

The issue for me is that if you know you're not giving visa, deny the person on time, then return the passport, not keeping passport for several weeks

Please never listen to agents saying people who get visa uses high paid agents. It's their latest tactics to deceiving people and milking them off their resources. If they are that good in what they do they wont be in this country. I am saying this because I'm a victim.
Agents don't give visa, it's embassy that does and anything an agent can do you can do if you are not lazy. They the reason why denial rate is high most of them submit fake documents and the consular general is aware.

We make things difficult for ourself in this country. We dont know this white people generalize a lot. Once they see one fake documents from an applicant they deny the whole applicants on that ground.

There is little or no useful information here. The very few people who were able to get a visa have been selfish in giving out basic information of the steps they took in getting the visa.
With the little details I have read so far it seems Spain is quite an unfriendly country regarding visas.
The visa application process also seems clumsy.
