You require a license from the NSA to IMPORT arms and you require a license from the CP of the state to OWN firearms. A toy gun is not a firearm and the Firearms Act does not extend to toy guns. Go and find out the meaning of firearm according to the Criminal code. For a crime to be complete, you have the Actus reus and Mens rea.
In this instance, you don't require a license to produce prop guns. Stop opening mouth to talk rubbish.
