NIMASA: FG Has Approved Zero Import Duty For Vessel Acquisition by Mecka: 3:30pm On Oct 06, 2021
The federal government has approved zero import duty for ship owners to acquire vessels to boost the maritime industry.

Bashir Jamoh, director general, Nigerian Maritime Administration and Safety Agency (NIMASA), disclosed this at the maiden edition of the Nigeria International Maritime Summit (NIMS) held in Lagos on Tuesday.

According to NAN, Jamoh said that for the country to become a maritime nation, the government needs to focus on security and incentives to help the sector grow.

He added that the zero import duty would boost the maritime industry, and it had been approved by the government in August.

“The maritime industry cannot achieve anything without security, and we are pushing towards that, and the major issue is to sustain the tempo,” Jamoh said.

“All modes of transportation, be it rail, road and air, have enjoyed incentives except the shipping sector. We are pushing for two types of incentives and I am pleased to announce that the fiscal has been granted.”

Jamoh said the country’s aspiration to be a maritime nation was not debatable but necessary, as “no country today could develop without the maritime industry”.

Ok. But not just security, improve the facilities in other Ports around the country and encourage vessels to use alternatives other than Lagos port.

How can you allow 0 import duty for vessel importation when we all know that only billionaires can afford to buy vessels, yet you charge a crazy amount of money on imported (tokunbo) vehicles claiming to develop the automotive industry when we don't even have enough industry players and capacity to meet local demand.

To me, this is just a case of politicians bending the rules to favour their cronies at the detriment of the economy. This is not the time for silly incentives like import waivers...

GIANTPLUSHUB:
This is good if only it will aid our export.

It's not really aiding anything. The beneficiaries are billionaires who are trying to evade taxes using their political connections...

If you want to export a commodity today there are several shipping lines you can use. Having the financial leverage and wherewithal to produce export commodities is the main issue.

NIMASA should cut down their excessive bills and levies imposed on stakeholders. This is why local seafarers are suffering in Nigeria. Shipowners are complaing bitterly. You work offshore 3 months and earn less than the average danfo driver, then you wait another 5 months or more before they call you back to vessel, because the shipowner is finding it hard to pay all their useless bills which must be done before another Cabotage year:

Special Cabotage
Cabotage Waiver
Sea Protection Levy
Bunker Oil Pollution bill
Wreck Removal bill
Condition Survey
Registration licence
Tonnage and measurement certification
ISPS
2% Surcharge (that's for every job the vessel does)
Minimum Safe Manning and more. Most of these bills are in millions and you still have to bribe your way through.

How can one ship pay all these bills and you still expect the owners to pay their office staff well and then seafarers?

Oh, I forgot to mention that NIMASA has the most useless set of workers in all the government parastatals in Nigeria.
