I don't know how many times I have to explain this. Balon D'or and FIFA Best is based on individual performance. It is not a team award. Jorginho's performance was not Balon D'or worthy. As a matter of fact, he wasn't even the Chelsea's best. He was lucky to be in a winning team. With or without him, nothing would have stopped Chelsea and Italy from become champions.
