It's rather simple to understand. He was wounded and handcuffed enroute the hospital, but was confirmed dead on arrival, apparently after which they took off the cuffs.

There’s no logical reason for cuffing a dead man. A dead body with hand cuffs points to one terrible possibility. He was probably executed after they placed him in handcuffs.
