Before I supplied something similar years ago.
I went through somolu and mushin, the closest was thin strips with screen-prints.
It wasn't engraved and was far from what I needed.
I ended up going to Alaba international mkt.
Those silicone Wrist-Bands (That's the proper name) are imported from China.
I found a shop that sells the cheaper unprinted ones to screen printers in bulk.
I provided drawings, artworks and description.
I paid for mold
I paid for sample
He sent it to (his brother) in China
Sample came back in 2 weeks
I made a bulk order (1000 pcs)
It took another 2weeks
He went to the airport to receive it from (another) brother arriving from China
Drove to my place and delivered.

Wrist bands are imported.

Sorry, I don't recommend people.
