One doesn't need to build his or her pedigree by contesting for lower public offices. Donald Trump never contested or held any elective post, he went from being a business tycoon to becoming a President. MKO Abiola also almost did it in Nigeria, he allegedly even won. It's all about belief, strategy, funding and knowing when to strike the iron when it is red hot.
