Already, there is a missile defense shield that nearly completely encircles Russia so the ability of Russia to get its nukes airborne is minimal. By sub is their best bet by that gives limited capability.

Given NATO's geographical proximity, superior possession of aircraft carriers, and of course, said missile shield, nuclear war would be a total disaster for Russia.
