Russia cannot even pay it's loans (esp. foreign) anymore so she's defaulting. Foreign investments are pulling out with their funds and Russia is trying to fool the world like it's taking over these businesses (how's it going to pay salaries and taxes?) when the investments have been pulled out? It doesn't make any sense.

Zimbabwe tried these years ago, chasing out foreign investments and appointing locals to take over in the midst of multiple sanctions, but basic economy simple showed it doesn't work that way(checkout the Zimbabwe dollar today). Point to note, Zimbabwe is also mineral rich (not oil though).

TLDR? What external companies bring to countries are investments, not businesses, they only tied those investments to businesses, once they pull out the investments, the businesses aren't sustainable as they use to unless you change the model 100%
