Babalakin blamed politics and inability of Nigerian banks to provide fund for the slow pace of the project.

He said: “There’s nobody who wants to give out money. This road was given to Nigerian Banks to finance; Nigerian Banks don’t have a long-term contract. We were holding meetings upon meetings, but you discover that all they can give is money for a year or two years and what you need is money for 15 years.

We are now making headway because a bank in South Africa showed interest. And we are now going to build the road with a consortium of firms in South Africa. We’ll in 10 days time start patching the road, later we’ll commence the proper work.’’

He added: “We assure Nigerians we’ll lay three lanes going to Sagamu, three lanes coming back; we’ll repair Sagamu to Ibadan, we’ll then come back and start rebuilding so that at every stage of our construction, there’ll be two lanes for motorists, while we are working on the third lane.”

General Overseer of the Redeemed Christian Church of God (RCCG), Pastor Enoch Adeboye, over the weekend assured that powerful forces against the planned reconstruction of the Lagos-Ibadan Expressway would fail.

He spoke while receiving the Chairman of Bi-Courtney Highways Services Limited, Wale Babalakin, at the Redemption camp on a courtesy visit.

Adeboye said: “Anyone who gets this kind of assignment needs a lot of prayers. There’s a saying that any man who has a farm by the roadside is always suffering, because everyone passing by will be able to say: ‘Ha! He should have done it this way.

‘’So, no matter how hard he’s working, they’ll criticise him because his farm is by the roadside where everybody is passing. Your farm now is not just by the roadside, it is the road itself.”

In his response Adeboye said: “I can assure you we will continue to pray for you and you will succeed in the name of God. Those who will not allow us to reach our goal, the Almighty God will help us to change their minds.

‘’Those who refuse to change their minds, God has a way of removing them. When God supports someone, no one can defeat him. So we’re thanking God in advance for the miracle that will begin to happen as from today.”

He later prayed for Babalakin, assuring that the project will be a huge success

Spiritual intervention or marketing for a partnership with the church in the execution of the project? Dr. Babalakin is a staunch muslim and I seriously doubt he went there to pray.

Dr Babalakin is a daredevil borrower and with his reputation, no bank will partner with him. His poorly completed MMA2 project still has a large debt over-hang.

Nothing spiritual really here. This is just a subtle way of lobbying Jonathan. They just like using religion to cover their ugly faces.

I heard that the road has been commissioned three times for work to start by OBJ, Yar' Adua & GEJ, i am also sure that some form of mobilization fund would have been given out but we all know nothing has happened on that road for the past 5 years in fact the road is worst off. Babalakin should be jail because i believe he must have chowed some money. Wasn't he the person who handled MM2 and we have complains, wasn't he the person who handled the liquidation of Nigerian Airways and payment of their retirees, go and ask them if they are not still been owed monies. He now runs to seek covering from God.

Question: why are the banks responsible to give a loan for a road construction? are we talking of concession ing for the road? and is that the best option for that road, Pastor Adeboye should have asked him to repent maybe God will then make a way for him.

Are you disputing the fact that Nigerian banks are finding it hard to finance long term projects? Or is it the viability of one of the busiest roads in the country that's got them hesitant?

This guy (Babalakin) has got issues with banks but the banks in Nigeria have also got issues. This is not the space to go into the well-known issues with Nigerian banks especially after Sanusi's intervention.

I even doubt if he'll get a respite from the foreign firms/banks he's talking to because they won't give him money without the guarantee of local banks. And the local banks are not likely to overlook the 'Character and Capacity' issues that Babalakin has got.

In all of this, the people continue to suffer. Carnage and avoidable accidents continue to reign. So sad.

You seem not to be well informed about the road and how it is connected to Wale Babalakin's Bi-Courtney. The road has been concessioned to Bi-Courtney in a Build, Operate and Transfer deal by the FG. Bi-Courtney will build and expand the road and with its own funds (borrowed from Banks or not) and they start charging toll to recoup its cost for the period of the concession. Government is not meant to spend a kobo on the road. So there's nothing like mobilization and the embezzlement of it as you alleged.

However, that the funding is being frustrated by Nigerian Banks is very true. Until the proceeds of the pension funds, Nigerian banks found it exteremely difficult to fund a project beyond 5yrs. Those that do like First Bank, only finance such with long uncliamed deposits running into billions due to their age. We have a bad saving culture in Nigeria. Most people don't fix money for more than 2 to 3 years and so Banks don't have the deposits with which to finance projects beyond 2 to 3 yrs on the average. The problem of Banks not being able to finance infrastructural developments is the reason Soludo was encouraging lots of them to raise additional capital from the capital market so that they will be in a position to finance long term projects as that seems to be the only source of stable long term capital for the banks.

My take on this.

Babalakin and his company can not do the work. Lets look at the number of toll gate on that road. In my own estimation, there will be nothing less than eight toll gates along Lagos - Ibadan. Do you expect a user to pay through the toll gates. (Remember what is happening at Lekki)

If Lagos state government through the world bank can source for fund and start the Orile - Badagry road on its own, why cant the federal government do the same along Lagos Ibadan.

Indeed.

How did Bicourtney win the concession to begin with if the funding aspect had not been sorted out? And if it is clear that it cannot deliver, why has the concession (or concessioning or whatever) not been revoked? And what compensation will be paid to taxpayers for the losses incurred as a result of non-performance?

These are the questions Nigerians should ask and DEMAND answers to. I drive on the Lagos-Ibadan expressway regularly and the waste of human lives on that road is truly heartbreaking. I have seen horrific accidents on that road in which this country's best and brightest (people in their most productive years) have been killed or maimed because of very poor road conditions (although i should add that there are also other reasons for the high rate of casualties. But that's a matter for another day).


Mr Bablakin, BUILD THE DAMN ROAD OR REQUEST FOR THE CONCESSION TO BE TRANSFERRED TO MORE CAPABLE HANDS. We are tired of excuses. While you talk about ''powerful forces" and other nonsense, people are dying on that highway.

I hope Nigerians can see the consequences of their actions (or lack thereof).  After several years of PDP-led administrations at the centre, our public infrastructure continues to deteriorate. Yet people continue to wallow in the kind of self-delusion that feeds statements like "i voted for Jonathan & not the PDP".

You get what you pay for.

What kind of dark-ages mentality would prompt a man of dog to ask for prayers for a road which has already had 3 failed budget allocations and is now being put up to tender to be financed by the private sector by a thief with a long history of fraud, incompetence and debt-default? BTW, the Lagos Government has never had any problem getting the Private sector to finance its infrastructure projects, but nobody trusts the rotten PDP Govt with their money. Why should straightforward engineering projects be shoehorned into the realm of religion whilst the bovine-brained congregation are coerced into believing that "spiritual forces" are behind the incompetence of Government officials as they cart away the nations wealth through the back door? How many prayers were said in the Developed World for them to build their bridges, roads and infrastructure?

Instead of the conniving man of dog to call leaders to account, he habitually serves as an image-launderer for these thieves and murderers. It is no surprise that some of the biggest thieves worship with him and some even take shepherdry of his flock (Akingbola). If a true revolution was carried out today, the man of dog called Adeboye would not escape the hangman's noose.

Due diligence is an integral part of any business venture and more so when u're about to invest money that isnt yours. If Nigerian banks failed to carry out due diligence and got themselves involved in a venture that yielded no returns, then that's their failure. That Babalakin got involved in a bad deal (Who has'nt?) does not make him a perpetual failure. Don't mind the silly guy. No bank in Nigeria wants to do business with him, he is a bad debtor. He defaults, even GTBank took over his property on the island sometime last year when he defaulted in paying back the loan he took.

Well if Bi-Courtney defaults on payments on MM2 why doesn't the banks take it over. That is a silly excuse. Banks have failed period. I am not holding forth for Bi-Courtney but who in his right mind will see a project that could potentially generate millions daily and not move on it. We can clearly see the results of the capitalization - bloated overheads, un-viable branches everywhere and yes more shops in Dubai and London. Let South Africa take over and let the Multichioce story start again. Nigerians amaze me. We criticize government day in day out yet cannot move a finger to finance a two hundred kilometer road. Yet those CEO's live in billion naira mansions in Ikoyi and grumble while driving their multi-million naira automobiles over pot holes they can be making a fortune from.

We can't take reasonable risk. Everything is short term. We cannot trust each other so we expect foreigners to trust us. What is eternally wrong in paying for infrastructure. We die daily, complain bitterly yet are unwilling to pay for safety. When we get to Europe and the US don't we. Government contractors don't want PPP and will do anything to sabotage it just as they have done to our refineries, power stations, railway and now roads simply because they are lazy, wicked and evil. They rather want multi-billion naira contracts out our non-existent and much hyped resources to eternally repair.

Virtually all major roads in Nigeria are eternally under repair costing billions without remedy. That is what we want. I've said it before even in one of the most socialist countries in the world - China, people pay for stuff. What we cannot pay for we do not deserve. Wake up Nigeria is not Saudi Arabia and never will be. It is not in our culture as Africans to wait for people to do stuff for us.

I don't know Bi-Courtney or Babalakin but what he says is absolutely true. Sorry to say so but let us ask Julius Berger and the likes to open their books and let us total what we have paid to them since the seventies to build us roads and bridges and why they cannot by now raise cash from the banks in Stuttgart (where they have been remitting huge amounts of money to) to participate in the PPP. We are just programmed for waste in this country. And here we are insulting our own, just a man, one man, trying to take the bull by the horns against impossible odds. Let him leave it and let's see how the road will improve. I think Lagos state has tried Badagry and has seen how easy it is. Nonsense.
