Yes nukes are deterrents. However, no country would be foolish to attack the US mainland using conventional weapons. It's going to be lost cause. In the case of an all out war, the only chance of success will be to use nuclear warheads. Even America understands this and wouldn't want to mess around with other nuclear powers. The bottom line is arming civilians in the hope that they'd help defend America against an invasion is nonsensical.
