I don't think there would be voter apathy in the SE if Obi steps down. The SE has no presence presidentialy in any party, so this is the only option.

His main objective in 2023 is to win Kano state back from Ganduje, which is very much possible now with his recent alignment with ibrahim shekarau. It's now Ganduje vs Kwankwaso and shekarau whereas in 2019 it was Ganduje and shekarau vs Kwankwaso.

Currently, his presidential ambition is just testing the water. More like knowing his strength in the north that he will use as a bargaining chip in 2027.
