Nixon, watergate aside, did bring a lot of good programmes like the EPA, civil rights, ended America's wasteful war in Vietnam (with caveats), Title IX, and so forth.

He even had a plan for the US to have a national health insurance programme that would have catered for every US citizen, but Demcorats decided to play politics and oppose it...something they regretted doing some twenty years later.

And he was not pro-gun. (Even a year before he died, he criticised a gun control law for not going far enough)

But at the same time, he was a paranoid, and even authoritarian ruler...who was responsible for the very crass comment...If the President orders it, it must be legal. (Even someone like Trump or Biden won't dare say that).

Presidency under democracy is different from millitary or dictator rule. You have a lot of factions in your party to please, and pleasing them can make actual policymaking take second place.

Plus a working president with a not working governors, national assembly, and lga chairpersons still equals bad government.
