The one that retired in Lagos was paid bcoz he deserved it and the state has the resources to pay conveniently.

The one that retired in Anambra was not paid bcoz even though he deserved it but he had issues with his successor that he brought by himself. And 2ndly, his state doesn't have the resources to pay.

Payment of gratuity is a function of the law and availability of the resources to pay. Lagos State is not in the same category with Anambra State in terms of resources. That's the restructuring we're talking about. Let every state pay according to the resources available.
