If you are quoting the 1999 constitution, then you should asking yourself if the constitution was in effect when atiku was in govt service.

Yes. There are many civil servants still doing it till today.

Out of the 61k civil servants in FG , I will be surprised if 50% of them are not in it.

Only farming is allowed as another business you can do as a civil servant but not even on largescale commercial farming but some civil servant won't do agric , won't even scale up on Agriculture but face an entirely different line of business taking them into serious corruption like the disgraced AGF Idris whose trial commenced yesterday.

Public service rules are not in national constitution. It is the authority by civil service commission to set public service rules that derive from the consitution
And that rule itself should be almost old as Nigeria if you are farmiliar with civil service.

But Atiku is not well educated. Who is sure he understands what Conflict of Interests mean? A government employee doing transport business, Atiku, says he did not breach conflict of interests.

With the cost of living getting worse, nobody can conveniently survive on just one government job. Everyone deserves a second stream of income, as far as the government job is not negatively affected.

Whether it's Decree or Constitution, even the blind or the deaf knows that it's Conflict of Interests for a government employee to engage in a private business. The private business of a government employee shall distract the employee from rendering optimal dedication to the employee's government job.
