Why should Ghana not have better power supply with such a tiny population?

The smaller a country, the easier it is to supply it with power. That is why large developing nations like India, Pakistan, Bangladesh, Nigeria etc, suffer acute power shortages, and require more power investment over more years to reach full coverage than say Rwanda, Togo, Gambia, Ghana, Namibia or Benin Republic.
