While hasnt APC and PDP done their rally in the east or their candidate to visit the area? Is the east not part of Nigeria where dey will visit or conduct rally? While Obi only?

Sometimes the way your kind reason always baffles me. You claimed some 20% miscreants are always online and doesn't have PVC. If I may ask, can someone also say you're a miscreant and not have PVC because you're also online.
If you think some of these people are online for the fun of just been online and not want to exercise their franchise, you're just deceiving yourself. Just to let you know many people that doesn't believe in the system and refused to collect their PVC, now had gone to register and collect theirs, just because of one man. You will be shocked by February, if you think it's usual game. People are much interested in the coming elections than before. They've seen that they have left the system to the criminals and enemies of Nigeria too long and they are ready to take back their nation from the prodigal leaders.

I beg you please continue living in illusion, you will later realize what hit you hard.
