It isn't. They are just calling on the UN to adjust some of the obligations attached to the rules. States that had a colonial/slavery past were told to be paying reparations to states that were enslaved or colonized. All states with such a history voted against it, stating that inasmuch as it was not morally right, there was no international law against it. Personally I would want some level of reparations to be paid but there is no legal standing to prove that as it was not a crime then. Another thing is this, who determines the money to be paid?
