The federal executive council (FEC) has approved the takeover of the construction work on the Enugu-Onitsha expressway by MTN Nigeria at about N202.8 billion, under the road infrastructure tax credit (RITC) scheme.

Babatunde Fashola, minister of works and housing, said this on Wednesday while speaking with journalists after the council’s meeting, presided over by President Muhammadu Buhari.

He said the approval was in line with the executive order 7 signed by Buhari in January 2019.

“In 2019, January 25, specifically, you might recall that President Buhari approved executive order 7, which was the road infrastructure tax credit scheme, to allow the private sector to invest tax liabilities in advance in infrastructure, [b]and that policy has helped us to finance roads like or by Obajana to Kaba, Apapa-Oshodi, Oshoki-Ojota Expressway, the Bodo-Bonni expressway in Port Harcourt, about a 1000 kilometres covering 21 roads under the NNPC investment. So, there is increased optic for that policy. So, today we have two more,” he said.
He said the telecoms giant will complete the dualisation of the 110-kilometre road.[/b]

The RITC scheme grants income tax credit to companies and individuals that provide funding for the refurbishment and rehabilitation of roads.

The scheme is a public-private partnership (PPP) intervention that enables the Nigerian government to leverage private sector capital and efficiency for the construction, repair, and maintenance of critical road infrastructure in key economic areas in Nigeria.

Participants will be entitled to utilise the total cost (project cost), incurred in the construction or refurbishment of an eligible road as a tax credit against their future Companies Income Tax (CIT) liability, until full cost recovery is achieved.

In August 2021, MTN announced plans to reconstruct the Enugu-Onitsha expressway, under the RITC.

A year later, the Federal Inland Revenue Service (FIRS) said it issued a N37.28 billion tax credit certificate to Nigeria Liquefied Natural Gas (NLNG) Limited for the construction of the Bonny-Bodo road in Rivers state.

That Enugu-Onitsha express road has been a death trap for so many years. It's quite unfortunate that PDP couldn't reward South East's loyalty with that road during their administration.

Senator Ekweremadu, an alleged UK organ harvester, also couldn't use his position as DSP to press the PDP government to do the road for his people. He was only after his selfish interest, and how to induce and exploit a poor boy in UK for his overfed daughter.

All the federal roads in South East are in deplorable condition. Onitsha-Owerri is currently a nightmare for commuters, especially whenever it rains.

I thought that road was being used by APC agents here to shut down the south easterners who were complaining that the government has neglected the road. They said the road was almost completed. Why is it not included in the second Niger bridge for propaganda purposes? Don't those in that region pay their tax?

APC urchins here dey use this road dey campaign year in year out,I remember when I told one that that road is very bad,he wanted to fight me online,telling me how he passed the road recently

Lol,People that swear that they will never come to south east for anything are suddenly experts with whats happening in the south east

When did MTN turned into a construction company?
MTN will take over the financing under the RITC scheme not the physical road construction. RCC is the company handling the project under
supervision of the Federal Ministry of Works and Housing.

MTN won't build the road. They'll finance it's construction and get tax rebates and concessions from the FG.

That's how Dangote financed the Apapa-Oshodi road and others. It's a good scheme that's essentially a public and private sector partnership to fund the delivery of critical infrastructure.

....and yet after 7yrs of APC the Eastern roads and most federal roads in Nigeria are still in a deplorable state and a human death trap,reason both APC and PDP should give way for a new Nigeria that is possible.

Personally for me, asking tax paying organisations to use the tax they are to pay FGN over a period of time to build roads and other infrastructures is an excellent move by the President Buhari's administration...

Apapa-Oshodi-Oworonsoki-Ojota expressway constructed by Dangote under this initiative is a very good, durable expressway...constructed with cement.

Imagine Dangote paying this Tax into FGN purse...it would have been shared and embezzled as usual.

For me...I give President Buhari kudos on this.

This is what I expect federal government to ask dangote group to do with all those roads they ply heavily in Ogun, logo, etc but no. They keep shortchanging Nigerians and issuing them all sorts of tax waivers and exemptions for no good reason. Pstcheew.

Pls use same scheme to fix Port Harcourt to Aba federal High Way. That road is a shame

In fact I think Governors Wike and Okezie Ikpeazu should have channelled the energy they are using to fight Atiku to jointly construct that important road
