Well they do plan (and have gotten approval) to double the number of satellites in the coming years. Time would tell if the planned increases along the line (more than 42,000 satellites) would suffice.
Admittedly they do state that their target market is not everyone, just those in rural areas.

Yes, he's getting approval to launch more satellites. There are concerns over the lifespan and debris these objects leave in space after decommissioning. This is something that the space exploration community has raised concerns over.

LEO geostationary satellites are cheaper to manufacture on the short term but the cost implications are cumulative and are going to be disastrous in the long run.

As for data throughput, they don't scale very as demand continues to mount. That theory of specifically targeting the rural area is disputable.
