The apparent becomes opaque only when it doesn't satisfy an individual interest in Naija. Let's leave matter for the Mathias/INEC. Whether you like it or not, God's choice shall be declared the winner and returned elected ASAP.

You're dwelling too much on the state thing. 299 does not cancel out FCT status of Abuja. Abuja remains the FCT according to the law. If Abuja is still the FCT then 134 still applies. You must get 25% in the FCT.

You can't delete the section 299 to favour 134 Oga it won't be possible. The sec 299 is also part of the law and still applies to Abuja.

Problem is we don't agree on the meaning of 299. I follow exactly what is written in 299. It says "as if it were". Meaning it is not but should be treated as if it is.

That's a common phrase in federal goverment documents.
