Why has Nigeria avoided ethnic mention like a plague during census?

The last census was due in 2016 after an Igbo Chairman of National Census Commission finalised the plans during the last three years before 2016. Muhammadu Buhari who became president in 2015 botched the Census, waited until the term of the Igbo Chairman of National Census Commission expired. Buhari appointed a northerner Chairman for the Census Commission and was about to conduct a hurried census immediately after the 2023 presidential election, but there was no where to borrow money for the census exercise.
