Learning programming skills is not enough to get inducted & licensed as Engineer, with standard Engineering wages obtainable. Na play store apps launching and cheap labour black market things until one can stand out and hit the jack pot. It takes talented genius to stand out . Even then, a licensed professional is needed to supervise the technical output of such work to ensure it complies with professional standards.

Learning programming and churning out creative apps on play store is not enough to be licensed Engineer.

Outside skills is the basic skill level requirement to be inducted into professional vocational technical skilled trades practice. Technicians, Technologists and Engineers require further additional training to be licensed.
There is difference between technical skills artisans &
Engineer & Technologist & Technician & Scientist.
The technical work output of artisans are vetted and supervised by Technicians who are supervised by Technologists who in turn report to engineers.
Outside skills is not enough to be licensed Engineer.
Further mandatory training is needed to be licensed Engineer.

There is biomedical engineering specialized in hospital equipments development, repairs, maintenance, etc just as there are Biomedical technologists and artisans. And at the lowest cadre, there are those artisans who learn the technical repairs & maintenance handiwork skills needed for hospital equipments.
