Lagos a Yoruba state in the SW says it generate IGR Alaigbo Igbo from the SE that need to cross over 21 seas n hills to reach their land de pontificate de vex.

With the population of Lagosians you need all these agencies to keep the state running smoothly. It is not extortion to fine people who go against the rules. Similar measures are available in big cities across the world.
