The basic question here is one of principle. And before I forget, it is not just limited to WAEC.

Tradesmen go through a period of apprenticeship and training until they qualify to practice a trade. That apprenticeship and training means they must put in the work. They must put in the work! And once they have put in the work and been properly trained, there is usually something to prove this. A certificate. An induction. Whatever it may be. But they must put in the work and it must be attested that they did so.

Their putting in the work is what gives you the peace of mind to entrust the wiring of your home to a qualified electrician - so that your house doesn't burn to the ground with you in it.

Their putting in the work is what gives you the confidence to entrust your car repair to a properly trained technician/auto-mechanic - so that the brakes don't fail and kill you.

Their putting in the work is what allows you to hand over plumbing installation or repair to a qualified plumber - so that your house doesn't get flooded and your WAEC certificates and other possessions aren't destroyed.
