When the head is not corrupt, the body will aligned. it is automatic. it wont be easy at first but Obi has shown it can be done.
when he became a governor, the first thing he did was to reduce the cost of governance.
he employed only technocrats as commissioners and special advisers and not politicians. he told them they are coming to work for the state and after he finished serving they all will return back to their jobs.
He started by reducing all the money and removing all allowances to him. he called the state assembly and told them they have to reduce their budgets too so that he will see money to work. that was what led to his first impeachment when he stopped sending weekly allowances to them.
