Gas is the main source of power in Nigeria
All the hydro dams in Niger contribute less than 22% to the national grid
Besides you can see the gov mistook hydroelectric for hydrocarbon. I strongly suspect he was high on something

For Nigeria to practise true federalism, a lot of states will have to be merged.

Though the Niger state governor is being disingenuous in this case because it is common knowledge that Niger state is part of a special federal government development agency created to develop hydropower producing areas known as HYPADEC.

Also it seems that the past and present Niger state governors are lazy waiting for free oil money when it has large areas of fertile agricultural lands waiting to be harnessed for commercial farming.
Which oil does Niger state have?

Empty threat. All this because power generation and distribution is in the Exclusive legislative list. If not, what does Rivers state need light from Niger state for, when gas abound?

In other words, let's restructure so that each state pays a percentage to run the fg and keep the rest of their generated revenue of all resources within their states.

@op, you no try at all! Why this sensational headline? NOWHERE in the article did the governor mentioned OIL.Absolutely nowhere! He is simply demanding 13percent derivation from what he feels that the federal government is generating from his state. Whether he is right or wrong is for wiser heads to decide.

Not dumb, he is technically calling for fiscal federalism. The 13% is not oil money but resources from Niger State like electricity generated money

I don't think that dam supplies the oil rich states in the south. I know of Ughelli gas station and I think one is present in Rivers state?
That Niger dam I believe should be supplying electricity to the northern and middle belts states.
I blame the oil producing states down south for being a good father Christmas to all
