That land was not bought cheap. From the quality of the house built, that land was bought at an expensive amount.

100% correct, this is government failure. Let us assume the plan was not approved, where are the inspectorate from town planning department and other agencies that go about ensuring such building doesn't come up.
This is absolute government failure. Develop a system to synchronise buying of property, landed or otherwise,the system will monitor and check alot of these excesses .no b to break and break only.
