Was he the one who sponsored the bill? When it comes to taking the glory of the legislative arm you guys will be there to do that but talk about the billions that was used to purchase vehicles for senator now, you'll that foaming in your mouth shouting that it wasn't Tinubu.

Approve what, unless you want a second civil war in Nigeria?

Who will do the recruitment of the criminals, who will train them in using arms, how will they be recruited, is it by local governments or what, who will pay them, States that cannot pay ordinary teachers, how will they be able to pay new criminals in uniforms?

Take Rivers State as a case study, Wike would have brought Federal police to the state, because Fubara’s police will be on alert to stop him from entering the state, open warfare will erupt.

I never liked Tinubu and I doubt if I'd like him in future but truth be told: a silent revolution is taking place under Tinubu and the teething challenges will be overwhelming. He's likely the man to fix Nigeria largely.

We worry too much on minors. There are always checks and balances in everything. Even in the US,where there are checks and balances the police is still averse to the blacks. If our security challenges is addressed up to 75%. It is more important than what the state government does to one person. His opponent or his party.

If you were old enough or you had an opportunity to read on the politics of the 60s,something similar to state police was operational then....however,the problem was that because the police then were answerable to political office holders and title holders,they were used as tools to threaten and maim their perceived political opponents which prompted the citizens to request for a central policing structure and the rest was history!

I repeat that if we do not explicitly spell out the independence of the state police and ensure they are answerable to non-political bodies,we will witness the same thing that transpired in the 60s or even worst!

I know what transpired then so do other Nigerians. Do you think there are no independent laws in Nigeria? The implementation is the main issue. EFCC is an independent body, the CBN is but guess what. They are not independent. We as a nation of people we are so corrupt. It's not just the governors, even that estate chairman or that musician uses the police any how they like. What happened then can't happen again. The world has advanced beyond 1960.

but states of the same region pulling resources together to create a force will be more viable and strong

How is EFCC independent when the power to hire and fire the EFCC boss rest on the president who belongs to a political party?
Do you expect the EFCC boss to investigate the executive when his appointment was their making?

No agency or institution can be independent if they are still being influenced by political actors!

That is the more reason why agencies should be fully independent starting from taking out the authority or power of the president to appoint a CJN or to appoint the INEC chairman or any institution where accountability and transparency is required!

Yes majority of Nigerians are corrupt but if a person is appointed and knows there are laws that have consequences if he or she indulges in corrupt practices,he or she will do the right thing!

Unfortunately,you neither understood my reference for bringing up the past....a wise man once said,we make mistakes in the present by refusing to learn from our past!

There were lessons to be learnt about why the people then reverted to a central policing system!
Down the line,it has now dawn on us that,state policing is an idea whose time has already come....however,if we fail to correct the mistakes of the past in the 60s,we will likely make the same mistake again!

The bottom line the national assembly needs to work hard to draft out amendments in the constitution to make the state and federal police to be independent of the influence of political actors like the president, governors or LGA chairmen...it's that simple!

If you allow the governor to have power to appoint the state police IG/Police Chief, it will happen, if you make it an elective office, it may not.

Like in some advanced countries, anyone who wants that office necessarily need not be a current police officer but someone with a very rich and sound security background, including police service. The state electoral authority or commission will afvertise the office, collects applications from interested individuals and publish their CV/Résumés. The commission will conduct direct elections and people will go out to vote for their choice. The winner will serve for a period of four years.

If they misbehave, people will have to get them removed by a recall process or through a sufficiently signed petition to the state assembly which will investigate the matter, debate it and prononce the removal of the police boss and governor will sign the removal document and if they don't want to play along, the state assembly will override them. The police chief should be fully accountable to the people of the state but work under the governor's supervision.

If all thst is done in addition to some other fine tunings l, it will be a fantastic relief for all and sundry.

They'd better adopt the American model of law enforcement and turn the NPF into a federal organisation like the FBI, ATF, NSA, etc. Otherwise there will be chaos on who has the jurisdiction over criminal cases. I hope they are going to review the criminal code as well.
