The guy is actually correct.
The bully was slapped by the bullied girl's parent.
The parent of the bully can also come to the school to slapp the initial bullied girl because of what her parent did to their daughter. It can lead to confusion quiet alright.

You go dey explain explain explain
But no evidence grin grin

For the fact that the root cause of this issue is breaking of ones heart meaning, this kids have boy friends at this their small age, the person that say tass, tass, tass for the girl to start slapping meaning they have coded slangs they use in establishing crimes, meaning also that they belong to cartels, a mini secret cult group in campus, also the very person that recorded the scenario is an accomplice meaning adequate sanction should be meted to all involved not only the slappee but the recordee and the moderator of the slangs tass tass tass, the stander act as a buffer and morale booster to the slappee, all should be arrested for questioning and maximum undertaking to forestall further occurence.

One of the merit of social media, her parents wouldn't have known what their daughter was going through in her school.
