I don’t know about UK but in USA, there’s probably nothing an appeal will do for him.

This is one of the cardinal rules of medical care in America (at least). You don’t have sexual or inappropriate relationships with patients while they’re under your care or if they have been recently under your care. It implies that your medical authority over them might have influenced them to say yes when they might otherwise have said no. It’s a very big deal.
