In the past yes but under the new electoral law, your candidature is tied to the political party on which you won an election and not you as an individual.

They are in a tight position, if they accept to have a re run, that’s means all the laws they made will be null and void especially that law related to tenure of local government chairman. Their tenure expires next month and Sim will use that opportunity to put his own loyalists as caretaker chairmen of all the local governments in the state. This is what they are desperate to avoid.

This is a recent law enacted in the last constitutional review by the 9th Senate. It wasn't a law during the time of the people you mentioned.
Secondly, just because a person committed an offence and was not brought before the court, it means any other who does same can go scout free.
