Theodore Okechukwu
A Plano anesthesiologist who ran a “pill mill” operation in Dallas with armed guards who watched over cash exchanges, was sentenced this week to 25 years in federal prison, the U.S. attorney’s office said.
According to authorities, vans loaded with homeless people would pull up one after another in front of Dr. Theodore Okechuku’s Lake Highlands clinic. There patients handed over cash for falsified drug prescriptions through bars guarding a “caged cash room” at the clinic.
In addition to the doctor, who was immediately taken into custody by U. S. marshals, one of his associates, Elechi N. Oti, 50, of Augusta, Ga., was sentenced to eight years in federal prison.
Okechuku, 59, and Oti were convicted of drug charges by a federal jury in October 2015, along with two others.
Emmanuel C. Iwuoha, 52, of Allen, and Kelvin L. Rutledge, 43, of Dallas, were each convicted on one count of conspiracy to unlawfully distribute a controlled substance. They are scheduled to be sentenced in April.
Three others pleaded guilty to drug charges before trial: Ignatius O. Ezenagu, 57, David L. Reed, 44, and Jerry K. Reed, 45.
Ezenagu was sentenced to 70 months in federal prison. David and Jerry Reed are scheduled to be sentenced in April.
Okechuku conspired with drug dealers by handing out prescriptions for the painkiller hydrocodone at his Medical Rehabilitation Clinic for cash payments, often without examining the patients, authorities said.. The dealers sold the drugs on the street for a profit.
Prosecutors said Okechuku and his conspirators ran the drug trafficking operation since at least 2012. It earned them more than $530,000 during the first eight months of 2014. The clinic has since closed.
The dealers, who included the Reeds and Rutledge, recruited patients, often from homeless shelters, and drove them in groups to the clinic, court records show. Up to 50 people per day visited the clinic, which sometimes stayed open until midnight.
The security guards carried firearms on their waists so the “patients” wouldn’t get violent and to protect the drug money, records show.
Rarely saw patients
Okechuku rarely saw patients during their brief visits to his clinic, which prosecutors said had few, if any, examination tables or therapy equipment. That job was delegated to Oti, a physician’s assistant, or to Iwuoha, who did not have a medical or nursing license in Texas.
Records show Okechuku received his medical degree from the University of Lagos in Nigeria in 1980. He obtained his Texas medical license in 2000.
Okechuku was allowed to prescribe controlled substances in Texas since 2001 and opened his clinic in 2005. A Texas Medical Board panel suspended his license in 2014, ruling that his practice of medicine posed a “continuing threat to public welfare.”
About three weeks after his arrest in December 2013, Okechuku was released from federal custody after posting $50,000 bail.
He then proceeded to write about four times as many illegal painkiller prescriptions as before, federal authorities say.
About six months after his release, a Texas Department of Public Safety agent told an FBI agent that her agency had received multiple complaints from pharmacists about Okechuku’s prescriptions. Prosecutors said the prescriptions were written under the authority of the University of Mississippi medical school.
A Texas Medical Board inspector went to the clinic and noticed about 15 people loitering in the parking lot. The clinic’s waiting room had about 10 to 20 people, most of whom looked “disheveled, ‘strung-out’ and homeless,” court records said.
The inspector also noticed a strong chemical order coming from the office. And she said Okechuku appeared to be impaired because his eyes were “half-open” and bloodshot, according to court records.
